The workshop recommended ensuring the impartiality and independence of investigative committees, training their members on the principles of fair administrative investigation and defense guarantees, and working to centrally archive and follow up on administrative penalty decisions to ensure administrative oversight and prevent the recurrence of errors. It also recommended encouraging employees to use legal means to object to or appeal administrative penalties, and facilitate appeal mechanisms before the competent authorities.
